Minimum wage in Portugal: the rate

The rate is fixed annually by the government in the budget law after consultation, but since 2024 the frame is a published mid-term understanding: €820 (2024), €870 (2025), €920 (2026), then toward €1,020 by 2028, conditional on the economy and public finances performing. The minimum is expressed as a monthly amount paid in 14 instalments — 12 months plus subsidio de Natal (Christmas) and subsidio de férias (holiday) — so the annual sum is 14 × €920 and Eurostat annualises it to about €1,073 for comparability. Sectoral agreements must respect the national floor and many add small increments in metal, banking and energy. A structural feature: for a full-time minimum wage, the combination of the low-income tax reduction and social exemptions means most minimum earners pay little or no income tax and receive a top-up through the IRS Jovem relief if under 35.

Portugal's floor has more than doubled since 2015: €505 (2015), €600 (2018), €700 (2020, phased), €705–€740 (2021–22), €760 (2023), €820 (2024), €870 (2025), €920 (2026). Roughly a fifth to a quarter of Portuguese workers earn within a few percent of the minimum — one of the highest 'bite' ratios in western Europe — concentrated in hospitality, retail, construction, agriculture and food processing. Successive governments have used the minimum wage as the primary anti-poverty instrument, with the declared ambition of converging on Spain's level; in the 2026 Eurostat table Portugal and Greece stand at exactly the same annualised €1,073, having taken opposite paths since 2010.

The monthly figure assumes a 40-hour week; the hourly equivalent for 2026 is about €5.29 gross before the 14-payment structure is annualised. Enforcement sits with the Authority for Working Conditions (ACT), which runs inspection campaigns in agriculture and hospitality and publishes the fine schedule; underpayment triggers arrears with interest and administrative fines per worker. Tips cannot be integrated into the minimum wage base, and since 2023 rules require them to be passed to staff. There is no youth sub-rate — Portugal applies a single adult rate, though interns and apprentices on formal programmes have their own stipend scales. Meal allowances are paid on top and are tax-advantaged up to a ceiling.

Youth and trainee rates. No youth ladder — the full €920 applies regardless of age. Formal apprenticeship programmes run on separate stipends outside the minimum wage regime.

How Portugal compares

In euro terms, Portugal's statutory minimum is €1,073 a month gross. Portugal sits in Eurostat's middle band (€1,000–1,500 a month). The table below sets the rate against neighbouring systems, the EU's highest and lowest statutory floors, and the EU average of roughly €1,379 (unweighted mean of the 22 national rates, Eurostat data for mid-2026).

CountryMonthly minimum wage (gross)Vs EU average (≈€1,380)
Portugal€1,073−22%
Spain€1,425+3%
Luxembourg€2,771+101%
Bulgaria€620−55%
EU average (22 statutory rates)≈€1,379—

The comparison to hold on to: Luxembourg tops the statutory table at €2,771 and Bulgaria closes it at €620 — a 4.5-to-1 spread that has been narrowing slowly as the east converges. Portugal's position relative to that spread defines both its wage-cost competitiveness and its workers' purchasing power.

Purchasing power. Portuguese price levels are among western Europe's lowest, so the PPS reading outperforms the nominal one: on Eurostat's mid-2026 real comparison Portugal sits closer to the Spanish and Polish cluster than the euro figure suggests, and clearly ahead of the Baltic and Balkan floors.
