Minimum Wage in Bulgaria (2026)
Bulgaria has the EU's lowest minimum wage — BGN 1,213, or €620.20 a month from January 2026 — but also one of its fastest catch-up tracks: a 12.6% rise in 2026 after +9% in 2025. This page covers the tripartite process, the euro-adoption dimension, and how Bulgaria compares in nominal and real terms.

Bulgaria's minimum wage is set annually by the Council of Ministers after a vote of the National Council for Tripartite Cooperation. Figures below are gross, per Eurostat (earn_mw_cur), the Ministry of Labour and Eurofound; the lev is pegged to the euro (1.95583), so conversions are exact. The unweighted average of the 22 EU national minimums is about €1,379 a month in mid-2026, so Bulgaria’s rate sits roughly 55% below that benchmark.

Minimum wage in Bulgaria: the rate
The Minister of Labour and Social Policy proposes the annual rate; the National Council for Tripartite Cooperation — government, CITUB and Podkrepa unions, employer associations — votes; and the Council of Ministers adopts the decree, effective 1 January. The law directs the rate toward a rising share of the average wage (the national target has been framed around 50% of the average gross wage), and the 2026 step to BGN 1,213 (+12.6%) kept that convergence on schedule against average wage growth above 10%. Bulgaria's euro-area entry (adopting the euro in 2026 per the confirmed timetable) sharpened the stakes: the minimum wage is the main instrument for protecting real incomes through the changeover, and the tripartite rounds have become larger and more political as a result. Sectoral extensions exist but are rare; the national floor binds universally, including for posted workers.
| Measure | Amount |
|---|---|
| Legal rate (national basis) | BGN 1,213 a month (€620.20) from 1 January 2026 |
| Euro equivalent, mid-2026 (Eurostat) | €620 |
| Previous rate | BGN 1,077 (€551) in 2025 |
| Change for 2026 | +12.6% |
| In force since | 1 January 2026 |
The recent path: BGN 610 (2019, €312), BGN 650 (2021), BGN 710 (2022), BGN 780 (2023), BGN 933 (2024, a leap of nearly 20% under the new convergence policy), BGN 1,077 (2025, +9.4%) and BGN 1,213 (2026, +12.6%). Since 2019 the floor has doubled in euro terms — the fastest sustained rise in the EU — narrowing the gap to Latvia from over 30% to under 20%. Coverage is among the EU's highest: estimates have put 15–20% of employees at the minimum in some years, especially in textiles, food processing, hospitality, security and municipal services, so each rise mechanically lifts the whole lower half of the wage distribution. Emigration and demographic decline keep entry labour scarce, reinforcing the catch-up politics.
BGN 1,213 is gross for a standard full-time month (about BGN 7.30 an hour); the net after income tax (10% flat) and employee social contributions is roughly 80% of gross — Bulgaria's flat tax makes the wedge simple to compute. Employer contributions add roughly a fifth on top. Enforcement sits with the General Labour Inspectorate (GIT), with fines per affected worker and repeat-offender publicity; the grey economy in construction, hospitality and transport remains the central compliance battle. There is no youth sub-rate — the single national rate applies from the first day at any age; part-time work reduces pay pro-rata, and overtime, night and holiday premiums stack on the hourly floor. Bulgaria's 2026 euro changeover removed currency risk from the EU comparison — the €620.20 figure is exact.

How Bulgaria compares
In euro terms, Bulgaria's statutory minimum is €620 a month gross. Bulgaria sits in Eurostat's lower band (under €1,000 a month). The table below sets the rate against neighbouring systems, the EU's highest and lowest statutory floors, and the EU average of roughly €1,379 (unweighted mean of the 22 national rates, Eurostat data for mid-2026).
| Country | Monthly minimum wage (gross) | Vs EU average (≈€1,380) |
|---|---|---|
| Bulgaria | €620 | −55% |
| Romania | ≈€850 | −38% |
| Greece | €1,073 | −22% |
| Luxembourg | €2,771 | +101% |
| EU average (22 statutory rates) | ≈€1,379 | — |
The comparison to hold on to: Luxembourg tops the statutory table at €2,771 and Bulgaria closes it at €620 — a 4.5-to-1 spread that has been narrowing slowly as the east converges. Bulgaria's position relative to that spread defines both its wage-cost competitiveness and its workers' purchasing power.
Purchasing power. Bulgaria's real minimum wage remains the EU's lowest on Eurostat's mid-2026 purchasing-power table (below 1,000 PPS), because Bulgarian average wages — not prices — set the level. The 12.6% rise narrows but does not close the gap to Latvia; convergence is real but slow in real terms.
